“One Health”

Multidisciplinary approach to promote the health and resilience of pastoralist communities in Northern Kenya

At TCL, we undertake thorough evaluations of One Health initiatives to ensure they are achieving their intended goals and providing meaningful impacts. One such evaluation was performed for a three-year project (May 2018 to July 2021), funded by the Italian Agency for Development Cooperation (AICS) and executed by an ensemble of organizations including Amref Health Africa, VSF-G, TRIM, and DIST. This initiative collaborated with the Marsabit County departments of Health, Livestock, and Environment, striving to enhance access to and coordination of human and animal health services while strengthening pastoralist preparedness and response to health-threatening events.

Our evaluation process was comprehensive, designed to determine whether the project activities realized the change anticipated initially and if the One Health approach was consistently employed throughout the project’s life cycle. We also assessed the critical factors driving changes, providing crucial insights into elements that contribute to successful project outcomes.

The scope of this evaluation included a final process, outcome, and impact analysis to examine the relevance, effectiveness, efficiency, sustainability, impact, and multidisciplinary approach of the One Health project. These factors were evaluated against the objectives of the project to inform future programming and identify potential areas for further interventions.

We utilized advanced tools and methodologies in this evaluation, including the Network for One Health (NEOH) tool and the Evaluating knOwLedge Integration Capacity in multi-stakeholder governance (EVOLvINC) tool. The NEOH tool gauged the degree of “One Health-ness” of the initiative using a set of semi-quantitative questions about knowledge integration, while the EVOLvINC tool examined the capacity for integration of target, transformation, and systems knowledge as a key requirement for multistakeholder policy formulation, implementation, and evaluation.

The insights derived from our evaluation serve as a valuable guide for future project implementation and are made available to all partners, enabling informed decision-making and project optimization.
